COSMETIC PRODUCT SAFETY REPORT 

 

The Cosmetic Product Safety Report (CPSR) is the most important part of the product information documentation required to ensure cosmetic product safety and compliance with the regulation (EC 1223/2009).

The report consists of two parts: Part A and Part B.

 

PART A – Cosmetic Product Safety Information (contains all information necessary to evaluate the safety of the product):

 

  • Quantitative and qualitative composition of a cosmetic product
  • Physical / chemical characteristics and stability of the cosmetic product
  • Microbiological quality
  • Impurities, traces, information about the packaging material
  • Normal and reasonably foreseeable use
  • Exposure to the cosmetic product
  • Exposure to the substances
  • Toxicological profile of the substances
  • Undesirable effects and serious undesirable effects
  • Information on the cosmetic products

 

PART B – Cosmetic Product Safety Assessment (actual product safety assessment considering all identified hazards and exposure to the product):

 

  • Assessment conclusion
  • Labelled warnings and instructions of use
  • Reasoning
  • Assessors credentials and approval of Part B

 

The cosmetic product safety report should be updated when additional relevant information is collected after the product has been placed on the market.
